What we check
What makes shampoo bars and haircare different
Surfactant irritation
We check the type and amount of cleansing agents, such as SCI or SLSa, for scalp and eye irritation.
pH
Syndet bars can be formulated at a mildly acidic pH. Soap-based bars are alkaline, which some hair types find harsh. We look at your measured pH.
Eye contact
Shampoo runs into eyes, so we consider eye irritation and set the warnings your label needs.
Restricted conditioning agents
Some conditioning ingredients have legal limits for rinse-off hair products. We check them against those limits.
In-use moisture
Bars sit in a wet shower. Low free water keeps the risk low, but we consider how it is used and stored.
Fragrance
Fragrance and essential oils are checked against GB restrictions and relevant IFRA standards. In rinse-off bars, declarable allergens above 0.01% go on the label; in leave-on hair oils the threshold is 0.001%.
Questions
Shampoo bars and haircare: common questions
Is a shampoo bar a cosmetic?
Yes. It cleans the hair and scalp, so it is a cosmetic product and needs a CPSR, SCPN notification and a compliant label before you sell it.
Is a soap-based shampoo bar the same as a syndet bar?
No. A soap-based bar is made by saponifying oils and is alkaline. A syndet bar uses synthetic or plant-derived surfactants and is usually closer to skin pH. The assessment and label are different for each.
