CPSR for serums and face care

Serums are left on the face, close to the eyes, often every day. So we check active ingredients carefully against their limits.

What we check

What makes serums and face care different

Active ingredients

We check each active, such as vitamin C, niacinamide, acids or retinoids, against current GB restrictions and the evidence for safe use at your level.

Face and eye exposure

Daily leave-on use on the face gives a high exposure. Products for the eye area need extra care and the right warnings.

pH and acids

Exfoliating acids depend on pH as well as amount. We check both, and the warnings they need.

Preservation if water-based

Water-based serums and toners usually need preservation and evidence it works, normally a challenge test. Water-free face oils usually do not.

Stability of actives

Some actives break down with light or air. Stability and packaging evidence matter here.

Fragrance on the face

Leave-on face products usually allow little fragrance. Many makers choose to leave it out.

Questions

Serums and face care: common questions

Can you assess a serum with retinol or acids?

If the levels are well within the legal limits and supported by evidence, it may be eligible. Products with actives near their legal limits are not taken at launch. GB and EU rules on some actives now differ, so we check the current GB position for each recipe.

Is a face oil treated like a serum?

A face oil is a water-free leave-on product, so microbial risk is low and a challenge test is usually not needed. Exposure on the face is still high, so essential oils and allergens get close attention.
